On September 12, 2021 local time, Cambodian Prime Minister Samdech Techo Hun Sen met with State Councilor and Foreign Minister Wang Yi, who was on an official visit to Cambodia, in Phnom Penh.

Hun Sen asked Wang Yi to convey sincere greetings to Chinese leaders, saying that the Cambodia-China friendship enjoys a long history and the two countries have always supported and helped each other in safeguarding each other's sovereignty and independence. Cambodia is willing to join hands with China to continue pushing forward bilateral relations. Although Cambodia is a small country, it will not shrink back under pressure and will continue to firmly support China's legitimate position on issues concerning its core interests, such as Taiwan, Hong Kong and Xinjiang. Cambodia appreciated China's precious assistance in helping the country combat the COVID-19 outbreak and hopes to continue to enhance cooperation with China in fighting COVID-19 and further cement bilateral cooperation in the fields of economy, trade, and infrastructure. Cambodia is ready to work with China to strengthen communication to prevent the forces outside the region from meddling in the regional affairs so as to jointly safeguard peace and stability in the region.

Wang Yi conveyed cordial greetings from Chinese leaders to Hun Sen. He said that he again visited Cambodia against the backdrop of pandemic to send a clear signal to the outside world that as Cambodia's iron-clad friend, China will support the smooth governance of the Cambodian People's Party, and support Cambodia in fighting power politics and bullying, safeguarding state sovereignty and national dignity, and exploring a development path suited to its national conditions. China will be Cambodia's most reliable and long-term strategic partner. Both sides' mutual assistance is not only to safeguard the common interests of the two countries, but also to safeguard international fairness and justice, and the legitimate interests of all developing countries. Under the guidance of consensus reached between leaders of the two countries, China is ready to further deepen its mutually beneficial cooperation with Cambodia, and move toward building the China-Cambodia community with a shared future to benefit the two peoples.

Wang Yi said that China will continue to provide Cambodia with vaccines and other materials to help it defeat the virus. China is willing to work with Cambodia to speed up high-quality Belt and Road cooperation and practically help Cambodia recover its economy and improve its people's livelihood. China hopes that during Cambodia's chairmanship of ASEAN next year, China and ASEAN countries will complete negotiations on the Code of Conduct in the South China Sea and formulate substantive and effective norms in accordance with international law including the United Nations Convention on the Law of the Sea, demonstrating the willingness and ability of China and ASEAN countries to take care of their own affairs.

Prior to the meeting, Wang Yi and Prime Minister Hun Sen jointly attended the handover ceremony of the China-aided stadium in Cambodia. After the meeting, both sides witnessed the signing of bilateral cooperation documents.

During his visit to Cambodia, Wang Yi also held talks with Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhonn and will meet with Cambodian Deputy Prime Minister Hor Namhong.
