Wang Yi Presides Over China-Afghanistan-Pakistan Trilateral Foreign Ministers' Dialogue

On June 3, 2021, State Councilor and Foreign Minister Wang Yi presided over the 4th China-Afghanistan-Pakistan Trilateral Foreign Ministers' Dialogue in Guiyang. Afghan Foreign Minister Mohammad Haneef Atmar and Pakistani Foreign Minister Shah Mahmood Qureshi attended the dialogue via video link.

Wang Yi said, since its launch, the China-Afghanistan-Pakistan Foreign Ministers' Dialogue mechanism has achieved remarkable results, reached and implemented a series of important consensus, and promoted high-level communication and practical cooperation among the three countries, especially the improvement and development of Afghanistan-Pakistan relations. It has become an important platform for the three countries to enhance understanding and deepen mutual trust and cooperation.

Wang Yi said that the current international and regional situations are undergoing complex and profound changes, and the security and stability of Afghanistan and the region are facing new challenges, with foreign troops' withdrawal from Afghanistan accelerated, the peace and reconciliation process in Afghanistan impacted, and armed conflicts and terrorist activities becoming more frequent. China, Afghanistan and Pakistan, linked by mountains and rivers, share weal and woe. Under such circumstances, it is more necessary for the three countries to strengthen communication and cooperation to make the situation in Afghanistan more conducive to the common interests of Afghanistan and other countries in the region.

Atmar and Qureshi made positive comments on the important achievements made by the China-Afghanistan-Pakistan Foreign Ministers' Dialogue mechanism and spoke highly of China's contribution to promoting trilateral cooperation. Atmar and Qureshi said, as a friendly neighbor and sincere partner of Afghanistan and Pakistan, China has played a constructive role over the years in promoting the peace and reconciliation process in Afghanistan, improving Afghanistan-Pakistan relations, strengthening trilateral practical cooperation and safeguarding regional peace and stability. As the current situation in the region is complex and evolving, Afghanistan and Pakistan are willing to forge closer and more friendly neighboring partnership with China, strengthen joint construction of the Belt and Road, deepen cooperation in politics, economy and connectivity, and jointly promote peace, stability and development of the three countries and the region.

The foreign ministers of the three countries had friendly and in-depth exchanges on the two major topics on the Afghan peace and reconciliation process and the China-Afghanistan-Pakistan trilateral cooperation, and reached a series of new consensus.

The three sides stressed that efforts should be made to practically advance the peace and reconciliation process in Afghanistan, and realize ceasefire and end violence at an early date. The withdrawal of foreign troops from Afghanistan should be carried out in a responsible and orderly manner to prevent the deterioration of the security situation in Afghanistan and the return of terrorist forces. The solution to the Afghan issue should fully reflect the principle of "Afghan-led and Afghan-owned" peace process, and support Afghanistan in becoming an independent, sovereign and neutral country that pursues a moderate Muslim policy, firmly fights against terrorism, and maintains friendly ties with other countries, especially neighboring countries.

The three sides agreed to explore effective ways to deepen trilateral cooperation against the backdrop of COVID-19 pandemic, step up cooperation in fighting the pandemic and improving people's livelihood as well as cultural and people-to-people exchanges, and substantively expand the Belt and Road cooperation in Afghanistan, so as to bring more benefits to the people of the region.

The three sides reiterated the consensus of jointly fighting all forms of terrorism, and stressed the need to reject the "double standards" of anti-terrorism, forbid any terrorist organizations or individuals from using their territories to engage in criminal activities against other countries, and strengthen joint efforts to combat the East Turkistan Islamic Movement and other terrorist forces, so as to safeguard regional security and stability.

China and Pakistan reaffirmed their firm support for the Afghan peace and reconstruction and their willingness to expand economic and trade exchanges with Afghanistan, and assist Afghanistan in enhancing its self-development capacity, so as to promote sustainable development in Afghanistan and the region. Afghanistan and Pakistan expressed the willingness to strengthen communication and coordination, deepen political mutual trust and create prospects for peace and cooperation.

The meeting issued the Joint Statement of the 4th China-Afghanistan-Pakistan Trilateral Foreign Ministers' Dialogue, including the Joint Statement on the Peace and Reconciliation Process in Afghanistan and the Joint Statement on Deepening Trilateral Cooperation.
