On May 12, 2021, State Councilor and Foreign Minister Wang Yi held talks with Kazakh Deputy Prime Minister and Foreign Minister Mukhtar Tleuberdi who came to China to attend the second China+Central Asia (C+C5) Foreign Ministers' Meeting in Xi'an City, Shaanxi Province.

Wang Yi congratulated on the 30th anniversary of Kazakhstan's independence, and said China and Kazakhstan have forged permanent comprehensive strategic partnership which represents a new stage of bilateral relations in history. It enjoys a unique position in China's neighborhood diplomacy and sets a new precedent in the world, reflecting the high level of China-Kazakhstan relations. Both sides need to fully implement the strategic consensus reached by the two heads of state, while maintaining and further developing the hard-won relations between the two countries. We need to make sure the cause of China-Kazakhstan friendship will not be affected by twists and turns, disturbed by noises or obstructed by difficulties, and work together more closely to better benefit the two countries and the two peoples.

Wang Yi said that after the COVID-19 outbreak, China and Kazakhstan have carried out effective anti-pandemic cooperation, which vividly illustrated the essence of the China-Kazakhstan permanent comprehensive strategic partnership. China stands ready to enhance vaccine cooperation, deepen medical and healthcare cooperation, share pandemic prevention, control and treatment experience, and undertake remote medical and traditional medicine cooperation with Kazakhstan, in order to build a China- Kazakhstan community of health.

Wang Yi said that the trial of Belt and Road cooperation between China and Kazakhstan has set an example for the international community. The two sides need to focus on the post-pandemic period, keep advancing high-quality Belt and Road cooperation, implement the cooperation roadmap of the alignment between the Silk Road Economic Belt and the new economic policy of "Bright Road" Initiative, and actively promote the synergy of China's 14th Five-year Plan with the Kazakhstan 2025 development strategy to promote a higher level of bilateral cooperation that is deeper and more diversified. China is willing to work with Kazakhstan to speed up the signing of the intergovernmental economic and trade cooperation plan and the new investment protection agreement, so as to carry out key projects of industrial capacity cooperation, facilitate diversified development of Kazakhstan's economic structure, and build a modernized national economic system. The two sides need to improve connectivity, explore new sources of growth in such fields as 5G, big data, artificial intelligence, e-commerce and new energy, share green technologies and experience of digital development, and jointly build a "green silk road". China is willing to deepen cultural, educational, tourism and youth exchanges with

Kazakhstan, enhance media cooperation, firmly resist untruthful remarks slandering bilateral cooperation and keep consolidating public support for the friendship between the two countries.

Wang Yi commended Kazakhstan's contributions to the holding of the second C+C5 Foreign Ministers' Meeting, and expressed China's willingness to coordinate with Kazakhstan under multilateral frameworks such as the Shanghai Cooperation Organization, the Conference on Interaction and Confidence Building Measures in Asia, and the United Nations, uphold multilateralism, safeguard the international system with the United Nations at its core, oppose unilateralism and bullying, and reject the interference in other countries' internal affairs under the pretext of human rights.

Mukhtar Tleuberdi congratulated on the 100 anniversary of the founding of the Communist Party of China, spoke highly of China's achievements in economic and social development, and wished China success in fulfilling its goal of fully building a modern socialist country. He said that Kazakhstan is committed to developing permanent comprehensive strategic partnership with China. Kazakhstan is grateful for China's support for its fight against the pandemic and is willing to further enhance vaccine cooperation with China. He hopes that the two sides will boost the synergy of the new economic policy of the "Bright Road" Initiative with the Belt and Road Initiative, accelerate the signing of bilateral economic and trade cooperation plan, and deepen cooperation in the fields of connectivity, industrial capacity and investment at sub-national levels. Kazakhstan firmly supports China in safeguarding its core interests and opposing interference in China's domestic affairs. Kazakhstan hopes to host the C+C5 Foreign Ministers' Meeting next year and will promote this mechanism for securing further achievements.

The two sides also exchanged in-depth views on international and regional issues of common concern.
